Depends on the region and proximity of each. There are cases where a Lexus and Toyota dealer are within 20 miles of each other let’s say… then the Toyota dealer is NOT authorized to repair your Lexus. In your parents case, I would imagine the Toyota dealer will work on the Lexus.
I don’t see why not, the only difference from a toyota and a lexus are mainly the interiors. They use the same oil filters. Look at a camry and an ES350 they are almost exact.
Guess what? The Lexus is Toyota’s way of charging more for the same product. In Japan Toyota introduced the so-called Lexus brand this year and… no body’s buying.
Yes indeed nobody is buying the Lexus. And why not? Because every Lexus was already available in Japan under its correct name - Toyota Harrier, Toyota Windom, Toyota Celcius (Sp?)…
So changing the badge and jacking up the price five to ten grand just didn’t make sense.
The point is Lexus is not a separate company as some people have suggested - it is 100% Toyota. And which means that you will find a Toyota dealer anywhere in the world qualified to service the Lexus. Anybody telling otherwise is lying to you. I work for a rival maker in Japan but I’ll tell you that the same service excellence you find in Lexus you find in Toyota. The customer is the difference - a Toyota customer will voice an objection where as a Lexus customer will not. I mean he/she (no disrespect to your loving parents) just agreed to pay an extra five grand for a Toyota by another name, how is he/she going to notice a twenty dollar service ripoff?
So please tell your folks that their vehicle will be in superb hands at their nearest Toyota service shop.
A Toyota dealership can work on your parents’ Lexus and will have the parts. But they won’t do any warranty work. They will have to go to a Lexus dealer.

Yes, Toyota owns Lexus, they are certified to work on all Lexus vehicles.

Should be but may not get the same quality of service as from a Lexus dealer.
